What is this called, and where do i get 1

The shim/spacer/seal/gasket?????
Between the axle head and the spindle there is a (i'm guessing) .03 shim. What is it? what's it called? And where can i find a pair?
Napa, Baxter, and knetchs, all just srugged there shoulders at me.

You can kinda see it just behind the head of the axle. Kinda where the guys left thumbtip is.

i think its a seal or gasket ive always used clear silicone to keep the axles from leaking
