what is this panel for?

sorry about the crappy pic, but what is this panel for? its the one inside the rear quarter panel on the back of my 1982 blazer. thats the one the stupid birds made a home on. i was going to unbolt it and hose the crap out and fill the hole in the rear with expandable foam to keep them out.

Darn bird is trying to make a new home at the air gap intake. had to chase it away. going to get my pellet gun and end this bird if it cant take a hint. crossbow if i miss will kill a tire the pellet gun i have wont kill a tire but will kill the bird.

As far as I know, it is to keep crap from getting to the filler neck too bad, and then running out onto the outside of the quarter panel.
 
so i need to put it back after getting rid of the crap them birds put in there
 
Well I would, but. ....
Maybe you can add something to it to close it off to the birds?
Do you have any problems with wasps?
I hate having houses for them!!!
 
Oh, and making it NOT hold crap to rot your sheet metal is a challenge too!
 
i was thinking of using expandable foam at the access they used to get in.
 
Yeah, I saw that, but I don't know if that will hold dirt and moisture, or dry out???
I have no experience there.....
 
well they use it to keep out moisture if you get the right stuff. in the rear where the brake light wire go up to the lights there is a round hole thats where they gained entry
 
Ok, I guess all that I have seen is the kinda porous stuff.

i gatta see if i can find it here i know in vegas they had it but for some reason the home depot here dont carry some of the same things they did there. but what ever i do ill post a pic
