Just wondering if anyone knows what this is and where I can get replacement's?

I believe mine spread cancer to the wheel wells from condensation hanging out inbetween

my guess they didnt protective coat the panel backside from the factory and it ate it from the inside out.

but yeah what 89k said its a part of your fender so to get a "replacement" youd have to replace the entire fender and potentially any damage it caused to the fender well to replace it properly and prevent premature future replacement.
 
I am working on my wheel housing now. It looks like a separate piece but it's actually a reinforcement plate spot welded to the housing and not available as an individual piece to my knowledge. It's like a reinforcement for the bolt there but such a bad design since it gives moister a place to sit and rot the metal. New complete wheel housings are available for about $50/ea. and just bolt in Or you can cut out the rusted section and replace with new metal which is much easier with the wheel well removed.
 
I got mine from LMC Truck, they are good quality, and fit perfect. I scuffed mine and sprayed them with Duplicolor Bed Liner since I think the coating provided is just considered primer. Regular spray paint should work just fine too or just install them as is. I would suggest filling the panel gaps with seam sealer so that moister can not get in between the metal again if you drive the truck a lot. I forgot to mention they charge you an oversize deliver fee and you get about 500,000 styrofoam packing peanuts free with your order :D I hate those things but did protect the metal well. There was one spot they was slightly bent from shipping but very easy to bend back to shape with pliers. I actually saw some cheaper ones for like $40/ea but with shipping etc. it's probably the same total'ish cost.
