That is the vacuum pot for the cruise control, if you don't care about cruise then just remove it completely.
 
You can see on the end of the metal part on the end of the rubber diaphragm it is broke. Mine is the same way. I'm sure that why the linkage is gone.

When I was coming back from Pismo one year I was cruising down the freeway with the cruise on at 70mph then all of a sudden I heard a VERY LOUD BANG and then no more cruise control, turn out that metal bracket on the vacuum pot broke just like the one in his pic. It was hard to believe that the bracket breaking could have made such a loud bang. I replaced the vacuum pot and all was well again.
