I've seen stuff like that before.

It is a factory component .. it is part of the cruse control .. the Speed Sensor.... It is attached to the back of the Speedometer utilizing an optic eye. The other end attaches to the Cruise control switch I believe or goes into the module under the dash.
Depending on the year, you only have a couple of parts that control the cruise control. .. The Servo, the Speed Sensor, the Module, and the steering column switch.

iirc that is the speedometer vss converter
Gives a vss signal to cruise and or ecm before we got full electric speedo .
That's the GM engineers adapting new technology to old shit so they don't have to upgrade the whole car in one model year.
P.S. When you aren't sure, get whatever string of numbers you can from the part and google it. That's what I did when I was curious about this same part.
