I was thinking maybe a boost a pump for the fuel pump.
Isn't that the supercharger at the top of the photo? This is probably controlling a bypass valve to limit the max boost. It may also be scaling the MAP signal for an early ECM that couldn't take a >1bar sensor.
Probably retards the timing as the boost build.
