What kind of antenae mount is this?

Just like the title says. This was installed by a PO, and I have no clue what it's for. CB antenae? If so, what kind? If not, what is it?

Its on the front top corner of the rear side window of my suburban. Thanks.

Not neccessarily Cell Phone .

Many vendors are doing on the glass 2m/70cm ham antennas . And more than a few make a 11 meter CB on the glass antenna .

For amatuer use they are "allright" because you usally have at least 50 watts on hand if needed .

CB use , they are good for trails , and not much more than lead vehicle to tail vehicle .
