What locking hubs are these?

Yep, Selectro's - the Gov Lock of the locking hub world. Only available in 30 spline.
 
I had some and they were always unlocking themselves when in deep muck :-(
 
They aren't garbage per say but old school technology. I know a couple guys that have them in Dodges. Haven't broke yet but those are stock trucks.

They are also an external hub so if you want to do a normal locking hub you have to buy a new hub to accept the internal lock out

Yep. That's what I had to do.
 
Selectro makes both internal and external versions, the one pictured is an internal hub (you can tell by the thinner ~1" thick "door knob", the external versions have a knob that's a little over 2" thick).

I've never seen an internal one break but I have seen quite a few externals bust.
 
I have a set of Selectros on my D60. It's a Dodge D60, so they are the external style. I haven't had any problems with them breaking or unlocking on their own. That being said, whenever I plan on really hammering the truck....I swap on the drive flanges.

One other advantage to drive flanges is you can get them broached out so you can run 35 spline shafts.
 
I'd take a broken locking hub over a broken stub shaft any day, we see a lot of broken stub shafts swell the spindle and ruin parts, often even the wheel hub itself.
