What makes rear backup lights come on?

1978 k5 need to know what makes the rear backup lights come on? Is there a switch on tranny?

it's on the column under the dash near the fire wall. it may be just a poor adjustment, or not even installed correctly. This switch is also the neutral safety switch, will the truck start in gear ?
