What should i offer???

Hey guys or ladies got a question there is I believe a 1978 blazer sittin down the street from me. The thing hasnt moved for about 5 months the body looks a little rough( alot rough). I was thinking about knocking on the guys door and offer him some money for it. What should I offer and is there anything that i could use on my 84 K5.

this dude had a 1977 k5 all over his yard and i showed him $200 and now its mine, but its together now, still need a t-case
