What should this be hooked up to? Oh, and what is it?

I’m guessing this is some sort of vent line but I have no idea what it is supposed to go to. I just noticed it today while assessing my wiring. It’s on the drivers side and runs down towards the trans to a bracket on the trans tunnel. It’s been folded over and routed back up towards the fire wall. It’s a black hard rubber tube with steel braiding between the inner tube.

And a second question.. what is this plug for? It’s on the drivers side in the dash and I can’t find anything that’s not plugged in and it doesn’t match the clock. I’ve tried looking on the wiring diagrams and I’m guessing I’m over looking it.

I would think it's the parking brake cable, but being bolted to the trans tunnel suggests it's an old speedometer cable. The only vent lines that come to the engine compartment are for evap, but those run along the frame, as does the parking brake cable.

I thought the same thing and the parking brake cable terminates lower on the firewall and appears to be the original. An old speedo cable would make sense. It has the same feel to it.
 
I am just guessing on this, but that terminal end might be for the cruise control switch. If your truck was equipped with cruise control.
 
It wouldn't be the first time somebody ran a new cable and left the old one in there. I've seen it done many times with brake lines, as well. You might look at how your speedo cable is routed. Those factory clamps might do a better job of keeping it out of harms way.

It doesn’t surprise me at all with this thing.. I thought I had already found and pulled most of the trash like that from this thing but I guess not. The new one just runs from A to B and that might be why the needle bounces.
