Every tire is different, but they pretty much invariably come up shorter than advertised, some by quite a lot! I hate lawyers and the "litigious society" but I would love to see a class action against all tire manufactures on this point. It’s definitely one of my pet peeves. As far as I can tell, it's pure false advertising any way you slice it. One good thing, it seems the new IROKs are actually fairly close to stated size (less than an inch smaller from what I recall) and I think they are fairly unique at that in the large off-road tire market.
Anyway, seems like someone said those 39.5 TSLs were just over 38, but I don't recall for sure. You should be able to search and find the specifics if someone else does not have first hand knowledge.

I'd say interco is actually pretty accurate with tire sizing, my 39.5" TSL's measure 38.75" mounted and with the weight of the truck on them (19 psi). Sounds shorter than advertised...until you measure the circumference and it is 123.5". True diameter of the tire is 123.5 / 3.141 = 39.318".
That is on a tire with about 75% tread left.
