Alright time is close to make my tierod, want to order my materials tomorrow. Here is my question, I'm going to use 3/4" Chromoly Rodends, so I will tap the tierod to match. Now here is the choices, 1 1/4" tube with, .281 wall(.688 ID), .312 wall(.625 ID), .344 wall(.562 ID). I'm thinking the .312 wall. But I'd like more opinions. I could always go with .281 wall and sleeve 1 1/2" tube over it.

Go with the .281" wall and then sleeve it with a 1.5" .120" over it. That way you can tap the tube for 3/4" directly without having to ream it out.
