What years had gov-locks?

I am curious as to what years had gov-locks?I recently got a 14bff from a 79 2wd suburban trailer special that had a factory 454.Does it have a gov-lock?And what gear ratio does it most likely have?

i think they started in 73, maybe earlier, and they havn't stopped putting them in yet.

trailer specials usually have 4.10 gears.
