Passenger side on the firewall, nominally spherical gizmo with a vacuum line to it.

I assume it acts like a capacitor, and evens out any changes in vacuum from the carb?

Where on the carb do I want it to go?

I think it is associated with vaccum controlled heater boxes and stuff, so valves don't open / close when you floor the truck or something and have a low / no vaccum situation.

Cruise Control?

No cruise on this truck. General consensus is yup, a buffer to keep the vacuum stable for the heater vents and such.
