What's this called? 05 Chevy heater hose T

I have a coolant leak at this plastic heater hose T. The far side goes to the thermostat housing, the hose coming off the top is the heater house and runs to the firewall, and the bigger hose closest in the picture runs up to the coolant fill bottle.
It seems to use these plastic retainers around the hose, and the furthest one split in half. I'm going to just put a hose clamp on it and hope it fixes it.

What is this "T" actually called, and why would the factory put those plastic clamps, that you can't change, on it?

Well, if anyone else stumbles into this thread and needs to know what it is, it's a "hose (heater)" and the Dayco brand part number is E88412.
 
That part number is the complete setup. The t or y and all the hoses already attached. You can get just the plastic piece separate, but I didn't write down the part number.
