I want to move to 18x9 rims to leave room for bigger brakes. I know the WMS to WMS of the rear is more narrow than the front to improve turning radius. I was thinking 3.5" of backspacing all around. Any thoughts on that?

I think you should be fine.
I had that with 35" tires on my 76 k5 with 2" lift.
They worked great and no trimming
 
3.5 is fine and fairly common. Just know that the further outboard you push the tire the more clearance you’ll need, especially on wider rims.
 
I’m running 35x12.5x17 on 17x9 with 4.5” of backspacing. The tires stick out past the fenders less than an inch at the top. Damn close to legal That’s on a D60 front axle. Rears tires on the 14bff do not stick out, definitely legal. In PA, tires can’t stick out past the fender. Cops don’t seem to bother the bro-dozer trucks. But most inspection stations get pissy about it.
