Wheel Messurements

What are the true messurements of a 15X8 Rim? I know that the 15 is more like 16 inch.but how wide are the wheels.

The bead lip area isn't measured. A 15" rim is 15" in diameter at the bead seat, not out at the lip. Same goes for width, it'd be 8" wide at the bead seats (and wider at the edge of the bead lip.)
