Well, I cant see the pic, but out of my memory I can think of 2 things it could be, either a body panel shim, or one of them clip things that holds brake lines in their holders
It's a brake cable thing....but I still don't remember what they clip onto

Ok, I have a Sub, but there are little dangly things that rivet to the frame, mine are around the front of the rear wheelwell. The cable goes in, then the clip snaps around it. Yours is much older and a Blazer, but it should be close to the wheelwell.
I will have a look...maybe I will have a flashback....

Kinda looks to me like a "Jesus" clip. Holds the manual window handle onto the regulator.

I remember having to trugde to several GM dealers to find a similar looking clip,for the clutch fork on my '72 K5 many moons ago...but I dont think thats what the one pictured is for...
