I am building a CO2 tank currently as well. As for high flow with air tool use I am using the 150psi rated tank regulator for filling tires quickly but will have an extra adjustable dial regulator (standard air tank type) to put in line when there is an air tool on the other end. I would recomend a cheaper regulator cause the CO2 chills out anything it flows through and will probably ruin dial regulators often.

Is that the one that just comes stock on the tank? What size tank are you using?
