Who Made This Bumper?

I would like to get some better pictures of it and some more details. I like the look of the stock bumper, but I need to have a tire carrier like this!

Im hoping to have something made similar. Swing out tire carrier that will work with factory bumper, similar to what is available for the early broncos.

You can build a internal tube frame inside the stock bumper that bolts or welds onto the hitch/frame.
From there it's just attaching the pin and swing arm to the hidden frame.

That’s what I was planning to do. I was hoping to see some better pictures to help.

Rocco's 77 K5 Blazer - Frame Off 6.2/6L80 Build
Apart from the frame and core support, I had the fuel tank and t-case skid plates coated along with some misc odds and ends like brackets, battery tray, spring u-bolt plates, suspension parts, drag link, etc. Nice thing about it is they do all the prep work to get down to bare metal. :) IIRC...
