First off you need to move the race away from the snap ring slightly so that you can remove the snap ring. I took a pair of adjustable slip joint pliers and modified the tip so i can grab that style of clip easily then remove clip. Once you re-install the outer bearing and race then put the snap ring back in you must drive the bearing race back against the snap ring. Failure to do this will result in bad wheel bearings and hub.

Long needle nose pliers will work also but you MUST drive the bearing race away slightly first.

's what i used last time i did one... but like he said ^^^ tap that race back some, then it should come out, may take a lot of blaster.. maybe some light heat around the outside of the hub so it expands a little will make it easier..
