Tow truck. Notice they swaped in 3/4 ton axles and the big rear hitch bumper. Somebody wanted a short tow vehicle.
Used to be dually kits for doing this including fenders.

that first one, the 81, that one actually doesn't look too bad. its subtle, almost. if you kicked the front tires out to match the wide stance of the dually it would look like one of those factory hidden duallys.
