Why is this leaking

The throttle shaft bushings are probably bad.

It’s pretty clean, if it’s under warranty replace it.
 
Take
all the spark plugs out make sure the cylinders aren't full of fuel.

Is the fuel pump electric? If what is the psi rating? Do you have a pressure regulator?

The carburetor needle and seat may have failed or are out of adjustment.
 
If it won't turn over.

Starter not spinng?
Start spins but not engaging?
Starter engages but the engine won't rotate?

Need more info.

With the carb leaking, I would be leaning towards the floats stuck open with and electric fuel pump. Cylinders are full of gas. If it is a mechanical pump, that can not happen.

If it has an electric pump, I would pull the spark plugs before trying to crank it over. Then rotate the engine by hand on the crank bolt to empty the cylinders. Do not use the starter to crank it over, unless you have marshmallows ready to toast.

Found a couple sparkplug wires with compromised integrity due to touching the heads. I think it's flooded & will not turn over due to the [2] plug wires compromised. Going to replace the plug wires & try again. Was running fine last week.
what word do you like or does it matter?
This is a BP 383 with Holley 4160 4 barrel carb if that makes a difference ‍?

I don't know the answer, I am not a mechanic.
The vehicle started & ran well last week. Today it started & was running real rough (stall with no throttle assist), tried to let it run while I got dressed to go out but it stalls. Shut it down to let it sit for a bit, tried to start & wouldn't start. I think it flooded, checked a couple plugs, one was wet (burnt cable).
I wish I knew more about this, I'm trying to learn.
 
Can you hear a humming noise when the key is turned to ignition? That would be an electric fuel pump running. Or, post a picture of the lower, passenger side, front of the engine. That is where the mechanical fuel pump should be.

Pull all of the plugs and crank it over, with the spark plug wires tide up to top of the engine. Spark and fuel is not your friend. This will purge the engine. The fact that it started running bad and is dripping fuel out of the throttle shaft, says it is getting to much fuel. If a cylinder is full of fuel, it will not crank over. Or it can bend a rod.

Too much fuel can be from a couple of different issues. We need to know what fuel pump is on it.
