Wiper motor acts like a female

Past few days on my way out to my shop I've had to use the wipers to clear the frost off to see. Getting out of the subdivision and turning on to the main hardpack I've been turning them off but they keep running until I get to the 4 way stop, where they were still running until I turn the truck off and back on. Today I wondered if maybe I didn't turn them off, well I did. Those damn things were doing what they wanted to do for a good 15 miles before they quit. I got curious and hit the washer and they worked as suppose to. On the way home I picked up a motor, I thought maybe a winding is shorted. Well I got home and started tinkering with them, low and delay are there but there is no high. Did a quick search,scanned everything for a 'magic' fix. Decided to clean the ground off. Remembered I found this thing in the middle of a farmer's field where it sat for three years. Pulled the bolt holding the ground, went to the switch and turned on the slowest delay, turned the key on, walked over to my box to grab the multimeter and as I was walking back the wipers cycled. Well I checked the 'ground' wire for voltage got 1.3 volts while in operation so I'm starting to think the controller is shot. I did check the wipers before I drove it out of the field, it had all three speeds. So what do you guys think?
 
I would check the park switch, which clips into the wiper motor. If it's not in the range of a few Ohms when the wipers are down, the wipers won't know when to stop.
 
Replace the wiper motor. Its no common for the switch to go bad. I had ghost wipers in my truck when I got it. I'd hit a good bump and they would turn on for 100 feet then shut off lol.

I danced around replacing the motor, tried adjusting the park, nothing worked. Replaced the thing and they worked fine.
 
Completely different **** on the way home. No delay, no low, high worked but only in low speed. BTW got the info from alldata for the system, take an hour nap and hope its not raining when I get up so I can play with truck. Thanks for the input guys.
 
The new motor is like $60, just replace it . Also, get a lifetime one, so when they slow down and or "Break" every year, right before winter, you can swap a new one :)
 
Yep $62.91 with lifetime, problem right now it I'm waiting on wife to get home so I can go pick up the log splitter from a buddy. Picked up the motor Wed night on the way home, Friday is hear and for the next 48 hours it's time to play in the woods! Just pissing me off, can't diagnose what is bad! Even the alldata charts weren't even close. I'll probably change out the motor Sunday afternoon or Monday or when it warms up a bit. Have too many adult toys in the pole barn at the cabin and too many kids toys in the garage at the house. Can't do it at my shop cause if I do then eveyone will want to. Then where would it end? They still work, just not how their designed too! Where can I find the controller if I need one napa or is that a gm part?
 
I think Dorman has some of the printed curciut boards used on later model GMs wiper motors available,so you might be able to get one at a parts store now..used to be a "dealer only" part..

How is this a bad motor? 1989 had the wiper controls on the stick on the column, right? This is the setup I have and there are no electronics in the motor - just a motor and a switch. I would suspect the switch on the column or the delay module.
