Wiper problem

1990 5.7 K5. My windshield wiper motor pulse board module might be toast but whenever I turn the wipers on I have to turn it all the way down to get it to stop in whatever position its in. I cant adjust the rate it moves at that just turns it off. In the off position they proceed as if in the on position. Shed some light probably a common issue, thanks.

I had an issue like that a while back, which was the module I believe. IIRC, it is located just under the dash to the right of the steering column. It wasn't expensive.
