wipers issue 86 k10

I have a 86 k10 with a 350 crate motor the last owner installed replacing the 305 it came with, it has been sitting getting very little use the last 4-5- yrs. since motor change out there has also been a wiper issue, when I got it the wipers worked some times on hi but not always. i went thru and checked all connections and now they work on slow and fast but no intermitten and when they are turned of they stop at about the 2 oclock position. no matter where they are when they are turned off they go to the 2 oclock position, EXCEPT if you turn them off just as they go all the way down, but if your just 1 click late and they are starting back up they will stop in the 2 position. now a side note on this is the old owner had broken the ignition and in bulling his way into replacing it he goofed it up so bad the he broke the bright lights actuator, the linkage that pulls the rod back n forth that puts ignition in accsory, run or start, he then cut a hole in the side of the column and you had to start car by putting needle nose in the hole, grab rod and slide it up to run, then regrab it and pull it up to start then let it go, I have since rebuilt the whole steering column and was thinking could this have something to do with my wipers and cruise issues. also steering wheel was loose and wobbly so I tighten the 4 reverse torque bolts while i was in there and that fixed the wobble. can anyone give me a way to go. you can reach me at my gmail account, its gmmahieu at gmail dot com. thanks for your help in advance.

Under the dash on the column there is a black and silver box that controls the intermediate wipers. Try unplugging it and hooking the two plugs together.

Since you pulled the black box I would say sounds like the motor to me. Any one else confirm?
