Wiring Guru Question

One of the POs of my burb did a hack job on some of the main wiring on the back of the fuse block to put in what looks like a few components of an old alarm like a shock sensor and a relay. I need to patch it up before it starts causing problems, so here's my question.

What is the best way to repair underhood wiring?
-solder and heat shrink
-solder, dielectric grease, and heat shrink
-solder, silicone, and heat shirink
-waterproof 3M heat shrink crimp connectors

I would think the second or third option, but I have no experience, so what do you guys think?
 
I always just solder and heatshrink, even wiring up motorcycles. If you want to be double sure, there's a heat shrink available that has a kind of sealing glue coated to the inside, so when you shrink it, it melts and seals everything really well. it's good but expensive and probebly over the top for what you're doing.
