There is not much rust inside the tank. Maybe two minor spots with surface rust less the width of the diameter of a pencil. There is some dirt and debris inside the tank. I used a shop vac and then some water to wash the inside of the tank. There is still some debris I'll need to vacuum out. It looks like some dirt would need to be brushed to remove it which will be difficult to reach inside the tank. Any chemicals that I should use to clean the tank? What is the best method?

Start with a gallon of gas and all the spare bolts/nuts you have lying around. Dump both in and attach to a concrete mixer hahaha. Let it run for...

I want to try and save the protective coating inside the tank.
I have used a couple of things with success.
I used evaporust for removing the rust, leave for a few hours and it removes all rust, then the stuck dirt, I have used small pea gravel slosh it around and it gently removes it.
I would use diesel for that part, it will coat the clean areas with oily residue to protect from rust.
You can vacuum everything out afterwards
