I think the traction bars are binding and wouldn't let the damn axle roll forward anymore so he just bolted the leaf springs on like that!!!

Looks like that chair is holding up the leaf spring to me. maybe a broken shackle hanger perhaps? This is Red Neck ingenuity at its absolute worse.

How about the shim under the lift block. There is a gap between the shim and the pad.
Is that drainage pipe that is sleeving the steering shaft?
Those ladder bars really help with the ground clearance.
