Prowlers don't have steering ahead of the front suspension, and they have large side skirts, and the front side panels are cut at an angle

Ill say one thing. If thats a prowler its the best looking one Ive ever seen. But the back of it looks too narrow to be built on a prowler.

I don't think it's a Prowler. Looks like a '32 Ford frame, based on the reveal seen in the white circle...

and seen more clearly here...
