You use the bolts if you are moving the axle forward/backward in addition to the 1" lift. If this is the case, the center pin will be cut-off short and the bolt will be used to go through the rest of the leaves. If not moving the axle, the center pin just goes straight all of the way through.

Here's a cartoon I made a while back to describe this. Hope it helps/makes sense. Where it got cut-off by the CK5 logo just says that the green line is the shortened center pin.
