I happened upon six cans of old zinc chromate that was manufactured Dec. 1991. Is it still any good? It has been sitting for a while and I don't hear a ball rattling around inside, but a quick push of the nozzle shot something out (looked separated). Any suggestions?

I'd put them in a paint shaker, shake them up[ good, and try spraying a sample out of each can..Perhaps you can find a body shop,or paint store, hardware store, that has one,or maybe a Home Depot or Lowes would let you use their paint shaker..

Chances are if they still have full pressure ,the paint will be OK,no air can get in if the propellant is still intact..
Who knows how long paint sits on store shelves and the warehouses ?..
I bet much of what we buy had several birthdays before we buy & use them!..

Probably just needs to be shaken up real well. If it's an aerosol can the make a shaker that goes in a sawzall. That shake up anything real quick.
