I have a 14 bolt with a 4.10 and down gov lock that I'm going to weld. But I saw if I use a "thick" ring and pinion i can use a 4.10 carrier? I'm kinda confused, is this any different from a 4.56 and up carrier? is it the same strength? Also how can I tell what year my 14 bolt is and if its a big bearing or not? Thanks for all the feedback in advance.

Yes, you can use the thick ring gear on any 4.10 and numericly lower (high gear ratio) carrier. Thats the whole purpose of thick gears, to be able to swap lower gears in place of higher.

Big and small pinion bearing is determined by the year of the axle housing. Check for the BOM (bill of materials) stamping on the tubing.

There is some stamp on the tube, but on the housing it has a 69...is there a 1969 14 bolt?
