Who sells them?

When welding the 14 bolt into place, do i want the pinion pointing straight at the driveshaft or should it be facing down slighty to achieve the best angle to kill any vibration

I want the pinion pointing straight at the driveshaft. <--This is correct :D !

to do it correctly, you need to have weight on the axle and pointed slightly down from parallel to the shaft , 1 or 2 degree's, that is with a cv joint. if you just have 2 u-joints, you want to match the angle with the t-case out put, and then maybe 1 or 2 degree's down.

I like Kert's perches too because they are available a little taller.
