1990 GMC Jimmy engine replacement ?

You are asking for trouble just doing a short block. TBI heads are junk after 200,000 miles. Using those old heads on a new short block will make you have to do the job twice after those heads go to sh!t in short order. TBI blocks are good rebuilders, but the the heads are trash after 200,000 miles from old age metal fatigue. They will crack, and are not worth the money to rebuild. The only way to do this job once is to buy a whole new engine, or rebuild the block, and get a set of aftermarket heads for it.
I'm not doing a short block? Getting a crate long block.

If you have to rely on a shop to do this kind of work, you may not be in a position in life to own classic vehicles. Unless you are made of money, in order to have a quality restoration shop do all this work for you owning a classic vehicle may not be for you. Most of the people on this web site have some type of facility, garage, tools, and skill set to take on this type of job themselves. This insures the job is done right, and not a hack job done by a shop that does not give a sh!t about your classic vehicle.
I'm have the tools and ability to do the engine swap myself. But for $1800 in labor costa I'll have them do it.

I would not trust them. Many years ago I had some friends I knew that owned a shop, and I knew them as knowledgable. I had them R&R a 454 big block I had put together myself into a 1977 C30 single cab dually, and even though they did most of the job correct, I still ended up having to fleshing out a few details they screwed up. That is why I do big jobs like engine installs myself because I trust myself more to do the job right than anybody else.

For 5k you are looking at spending I would buy complete wrecked truck with low mileage and do complete swap motor, transmission, rear-end, computer and anything else that you could use, maybe frame and all from a Tahoe. I am going to be looking real hard at same thing on my suburban.

I don't want to put a used engine in it.

You do realize that if you get one from ATK or jasper etc you are putting a used engine in right? I’ve seen jasper engines with one oversized piston and the rest stock, same with ATK. They get a core, replace what needs to be replaced to meet a spec and ship it. Unless you are buying a new GM engine, I’d trust used more than the major rebuilders.

In that case I would go with a jasper replacement, nice warranty and good company
Until you find a welded up cylinder around 50k miles and its blown out were the weld was and filled the cylinder with coolant and screwed the whole motor .

Buddy of mine maintains a fleet of delivery trucks and got this in one of there motors . Made it past the short commercial warranty period but didn't last .

As long as you understand when you get the final bill, it will very likely not be $1800

Shops don’t like doing engine swaps. And they may do it right, but they will have to charge you for every corner they don’t cut

Some shops also charge the dont-wanna tax

Do you have a friend or family member that could help do the install ?
If my place I moved to was better set up I’d say bring it over. Half my garage stuff is still at my Dads place. Including the cherry picker.

Swapping one is a weekend job if you have everything you need right there. (Gaskets and stuff)

Bottom end of my engine is knocking. Shop said I need a new long block. So what's my best option? Been looking at the ATK High Performance GM 350 TBI 290 HP Stage 1 Long Block Crate Engines HP31 for 3k. My truck is a stock throttle body engine. Not interested in anything crazy. Just a good driver. What about a 1996 and up Vortec 350? I want to retain my TBI.
Machine shop can fix it cheaply

I'm in the Bogart/ Athens area. Not familiar with shops closer to you, but Adkins Automotive Machine shop in Watkinsville has done some work (rebuild) for me on my 89 Suburban. It was reasonable, I was pleased and they have a great reputation in the area. It would be about 45mins to an hour drive for you. (Y'alls traffic up there sucks,LOL)
