2002 mazda millenia help please

Ok so my neighbor has a 2002 mazda millenia 2.5l
well he called me up and i went over... it turns over but no go..
so we tried starting fluid to see if it will even shutter.. well no...
so figuring fuel pump.... as we are talkin he mentions wonder bout the belt... timing belt... so i look down (dual overhead cam) and see a bulge in the cam cover that is plastic... i pull back a smidge and can see shredded fibers.... so i say.. yup belt wen... so it is one of them motors you have to be careful.... it can have the piston hit the valves and mess it all up..

engine code was a P1345 or something like that.. CMP cam positioning sensor.....which makes sense... belt broke... cam not turning... sensor attached to cam not going...
so calling around... $500 + tow plus tax.. roughly $700 so we decide to do it... i never worked on one of these... so we tear it apart... the upper idler pully (????) plastic falls off.. autozone wants $120.. ok so guy would have said $200.. so now we are at $900.... anyway.. $70 belt goes in tonight.. all stoked... we didnt hookup the power steering pump or any of the front belts... no anti freeze or anything.. just want to hear the motor try to start.... step back.. yes we aligned both cams to their notches and yes crank @ 12 oclock.... so we try it... no go.. no spark still...
take plug wire out of cap.. put screwdriver in... hold plug wire close to screwdriver and no spark.... could the cam sensor still be bad??? weird if so.... there is no coil.. the CMP is the coil... the part is $800 from dealer... $400 online but found it on ebay for $112 shipped... but could that be it??!?!?!?!?!?!

any help greatly appreciated...
