2012 Tahoe, only one speed on wipers

My daughters vehicle has left my SIL stumped, so hes asking me for help, but I don’t have any experience in something that new!
Is there a wiper control module or body control module that controls the operating speed of the motor?
Is there a diagnostic procedure for testing?
He replaced the stalk on the steering column already.
 
Check ALL the fuses. My Chevy work van just stumped me, too new for my trouble shooting skills. I found separate fuses for left and right blinkers. Makes no sense to me but its how they do it now. Right side was fine, left side was fast blink on the dash, no blink outside but bulbs were fine. When I got into the fuse block the body control module had at least 8 different fuses dealing with lights. A new fuse and everything is back to normal. Body control module is weird stuff compared to the older trucks. I would start there before moving on to the wiper switch or motor.
