It will be a little sluggish on takeoff, due to the higher first gear in a 400, but cruising speed won't be too bad. You'll be looking at 2,600-2,800 RPM at 70 MPH, depending on the amount of slip in the torque converter.

Thanks guys. I picked the tires up tonight. Now I need some 15" rims with 2.75 backspacing.

yeah i run a th400, 36" TSLs and 4.10s right now. its better than the 3.73s i had before. but could be better.
