I would have to go with the too tight and not having the ability to flop around a bit.
On your mileage are you using the odometer to calculate miles traveled? If so the change in circumference of the tire will make the odometer read inaccurately. Which will throw the miles traveled off and ultimately miles per gallon unless you changed the gear to account for the change.
But the weight and size of the new tire will affect the mileage in a negative way. But for a 6000 pound non-aerodynamic brick 8 MPG is about normal.

Update 4/23/2015:
Well, it's leaking again in the lower spot I found earlier. Looks like the side tank is separating from the center fin area. Any advice for new radiator brands and/or mounting bracket design? I'm even maybe open to ditching the core support and bending some tube like all the cool kids.

something to keep in mind too is RJFguitar's experience with them... It might not be as "turnkey" as you'd think.Sheesh, pacfab has an turnkey 8.1L on the website for $3500. It's not a bad deal, but thats gonna have to wait.
