All,

Finally fixed my instrument panel light problem as well as my gas guage problem. The problem I was experiencing was when the headlights were turned on the turn indicators would reverse. The wipers did not work. And when dimming or brightening the interior lights, the gas guage move accordingly. I have fought with this for years. I finally pulled the dash, the instrument panel and the AC ducts. What I found was a negative bus connector mounted on the emergency brake mechanism. It was tightly mounted but the single bolt on the emergency brake mechanism was loose. This bolt secures the mechanism to the dirver kick panel. The two bolts through the firewall were tight however. The result was a floating ground that was the cause of my many years worth of electrical problems. I tigthened the bolt and ALL my problems have left. I hope this help others.
