Unless your a/c clutch is sticking or something it's just acting as an idler, adding only a marginal amount of drag on the system.
I've heard from a few people that it's not a good idea to cut it and leave only one belt on the P/S pump, although that may only be more for off-road or more demanding steering scenarios.
