91 k5 not downshifting correctly

I recently picked up another k5, it's a 91 with a 350 tbi/700r4/241

It was shifting really high and hard so I found some instructions and set the TV cable and now the transmission works mostly as expected.

But when coming to a stop, the transmission seems to be stuck at certain times. It acts like the convertor isn't unlocking. Like a manual transmission in to high of a gear, chugging.

The way I understand the lockup there are two switches: a brake switch and a vacuum switch when either one is tripped, the convertor should unlock.

It's most noticeable when going very slow and the truck should be back down in first, such as pulling in the driveway.

As soon as I touch the brakes, the tranny lets go and the k5 idles and drives like it should. So where is this vacuum switch and do you guys think that's the problem? If not, what else should I look at?

I should mention that the P.O. removed the entire muffler and gutted the cat to make it "sound cool" so there is no exhaust to speak of. Could lack of back pressure be part of this too?
