95 chevy tbi has no power

So about a week ago the truck started acting up. It drives fine but if you give it more than 1/2 throttle it doesn't want to rev over 3k, 2500 power starts to cut out. At 3k it doesnt want to rev anymore but if you let off the gas it revs a little and gets a little more power before it shifts. Few days ago it had no power whatsoever. Gave it a tune up (plugs wires cap rotor) and it is back to the original problem. Got a new cat put on today thinking maybe it was clogged, same problem. Thinking its a fuel issue, any ideas?
 
I had a similar problem in my parents 99 Suburban, turned out it was the Mass Air Flow sensor being dirty. Except tbi doesn't have one, I think.
 
Yeah no MAF. I read your thread. Im gonna replace the fuel filter tomorrow, then see if i can check fuel pressure.
