98 Blazer stuck in 4wd. **Update**

So I picked up a clean 98 Blazer for $500. The motor was breathing its death groan. I put a motor in it, and it runs good, but it won go into 2wd. When I bought it, the vacuum actuator under the battery was disconnected, and that is obviously why.
When I hit the 2hi button, the 2hi light flashes a few times, then just stays solid on 4hi. I tried it in neutral and I tried backing up and rolling forward. When I hit the 4lo button, nothing happens at all.
Any ideas?

I brought I down to the parts shop and scanned it. It says the transfer case is not responding. I don't know if that helps. Sounds electronic.

full size ? or s10 ?

I know s10 have huge problems with 4x4 brain box behind pass kick panel . everyone in junkyards around here for years is gone in first day they hit the yard.
 
A friend had an older S-10 Blazer with a 2.8 V6,when his vacuum actuator failed,he used a pair of vise grips on the cable going to it,to lock it in 4wd during the winter...

I'm not real familiar with the setup,but I'd think the actuator would be spring loaded to return itself to 2WD if it failed,so I'd guess something in the axle where it locks in is stuck?..or the cable is seized up in the 4wd position?..

Cable works fine. It was disconnected when I got it so that it would be in 2wd. The transfer case and front axle are both in 4wd, so electronic does make sense.
