Would it be easier to pass inspection with a TBI engine? Or is it easier to tune for passing the inspection with a carburetor?

I believe it is supposed to be original, pretty sure it is similar to California, if you want upgrade to newer, it needs to be inspected first for having all required equipment then the sniffer test
The visual is the main issue for having to add it. Now if it actually works or not isn't the question, but visually its supposed to be there. Most of the kids working at the state emissions places wouldn't know the difference.
If the carb is in a good state of tune and the engine isn't blowing oil out in the exhaust it shouldn't have too much of a problem to pass. But it still has to pass the visual.
That is my understanding. I really don't plan on hot rodding this, so I'm fine with a stock setup.

I think the air cleaner can be aftermarket. They never questioned the cold air intake on my XJ.
