ATS turbo questions

I have an ATS turbo system on a 1985 6.2 diesel Suburban. I'm pretty sure the shaft is starting to seize to the bushing (or getting jammed, or whatever) and it's time to do something about it. The question is what to do?

Rebuild the Garett turbo? It's a standard t4 flange, and even looks really similar to the 6.5 turbo set up....
Upgrade to....?
I know the limits of the bottom end and I may actually solve the no-intercooler issue but as each piece is dependent on the other - what do you think....

It's a Holset HX35 (soon to be W) turbo.... my goodness was that a pain to find. ATS is not the same ATS of today - it's a totally different company that is defunct and was based in Salt Lake City
