What I did when I was having the same problem ws find a good place to flex. Well actually, I used pliers and a bfh to beat all of the sharp edges out of the fenders so that they wouldnt cut the tires. Then I flexed it out the most I could and looked where it was rubbing the inners. Then I started the cut with a dremel tool, and cut out the rest of the inner fender with a sawzall. I just cut out a square, just under that piece of metal with the two bolts in it, and made it wide enough that the tire wouldnt hit the outside edge. Than I used the bfh again to make sure all of the edges were nice and round. I hope this helps.
