It's in the column, when it's out of adjustment they don't work.

Where exactly? By the neutral switch? How do I fix?

The backup light switch is at the bottom top portion of the steering column. Its a white funky looking piece of plastic. I just changed mine a few weeks ago, had no backup lights. Replaced it, now i'm good. It was around $7 at the local parts place.
