Yes, thats what it means. Private parties are paying for the permit. Organized runs already get this spiel
 
Yeah that’s no big deal as long as you know about it. Free online course fo 15 min.
I don't have a problem with the training video. I don't care for the extra permit, but that may not be a big deal monetarily, I haven't looked.
Finding out about it via a citation would be frustrating. However that's how it happens quite often.
 
Utah considers a plated vehicle as a passenger vehicle, not an OHV. Our Blazers don't have to be OHV'd, but anything without plates, does. We have always had to Non-resident permit our non street legal bikes, and SxS's . If your "buggy" isn't plated, than you will have to get an OHV sticker. This can all change before Jan. 1st......
